Add the chopped onion and garlic, and cook until soft and fragrant.<\/li>\n<li>Stir in the flour and cook for about 1 minute.<\/li>\n<li>Gradually pour in the milk while stirring continuously until the sauce thickens.<\/li>\n<li>Add the heavy cream, half of the shredded cheese, salt, pepper, and paprika. Stir until the cheese melts and the sauce becomes smooth.<\/li>\n<li>In a baking dish, layer the sliced potatoes evenly. Pour some of the sauce over the potatoes.
